Deadlines have been extended for some taxes, fees and license renewals because of coronavirus shutdowns.

Here is the status as of March 23:

Income tax. The deadline for filing and payment of 2019 tax forms has automatically been extended to July 15 for both federal and California taxes. Tax returns will continue to be processed during the shutdown, so if you have a refund due, it makes sense to file earlier.

California property tax. No extension. The semiannual payment is due April 10.

Student loans. President Trump announced on March 20 that borrowers of federal student loans could skip payments for 60 days without incurring interest or penalties. A borrower must contact the lender to take advantage of the reprieve. Trump indicated the offer might be extended past 60 days.

Driver’s license, vehicle registration. The California Department of Motor Vehicles has announced a 60-day grace period for transactions that have a deadline of March 16 or later and require an office visit.  The most common transactions that can’t be done online, at a kiosk or by mail are:

    First-time driver’s license.
    Renewal of license for drivers 70 and older, who are required to take an in-person test.
    Renewal of license for a driver who hasn’t had an in-office visit in 15 years.
    Renewal of a registration expired for more than 90 days.

For these and other matters requiring office visits, the DMV has asked California law enforcement agencies to “exercise discretion for 60 days in their enforcement” of expiration dates.

DMV offices are still open, but no walk-in visitors are allowed — only those with appointments, and no new appointments are being scheduled at this time. No behind-the-wheel tests are being given. DMV customers concerned about social distancing can check in at an office, then wait in the car for a text message notifying them to return to the counter.

As of now, the Real ID deadline remains in place, though the National Governors Association is calling for an extension. If that change is not enacted, Real ID certification will be required starting Oct. 1 for people using a driver’s license as identification to board a plane or enter a federal building. That certification requires an office visit. Applicants can fill out the form online before going. The option to also upload supporting documents in advance is being rolled out and will be available statewide by the end of June.

Smog check. Auto repair shops have remained open as “essential businesses,” but state officials acknowledge that people who are self-isolating may need to delay a smog check. The California Bureau of Automotive Repair is advising vehicle owners to file registration paperwork and pay fees by the stated deadline even if they haven’t gotten a smog check “because of orders or directives put in place by state and local health officials.” The smog check can be done when it’s safe for the owner to leave home.
