I recommend the following:

1. Start the adoption process. In order to gain immigration benefits, your cousin's adoption has to be approved before your cousin reaches the age of 16. The adoption process usually takes about 1 year.

2. Once adoption is approved, you need to show that your cousin lived with you (or your parents) for the next two (2) years before you (or your parents) can sponsor your cousin for green card.

3. Therefore, by the time your cousin is eligible to receive green card through you (or your parents), which is about three (3) years from today, you (or your parents) should have obtained U.S. citizenship. Therefore, at that time, you (or your parents) can petition green card (and U.S. citizenship) for your cousin.
